It's The Same Thing Every Year

Utah drivers are the worst.  Every year it's the same thing.  Especially in the winter.  How do people forget how to drive in the snow?  Now, I know what you're thinking. . .  It's not winter anymore so where is this coming from?  It's kind of random, but the rainy weather today started it.  People are really bad drivers in the rain as well.  They all think that because there is a little bit of water on the ground it is reason enough for them to go 10 mph under the speed limit.  Why do they do this?  I haven't decided yet.  It will always be a mystery to me.
